TEMSA was founded in 1995 and has existed on the principle of EMS personnel representing EMS personnel.
TEMSA is dedicated to providing quality services to the community by maintaining the highest level of professionalism and integrity within our membership.
TEMSA members work closely with management to promote values and ethics which support our beliefs.
TEMSA is continually growing to include and represent all health care service personnel.

The United Steelworkers (USW) has been representing health care professionals since 1948. With a total membership of over 1.2 million active and retired, the USW is a strong and viable member-driven organization. It is based on the democratic principles of: One member equals one vote.The USW represents about 50,000 members that work in numerous health care settings, including EMS. Nearly 10,000 of those health care members work right here in California, including the members of USW/TEMSA Local 12911.
We are dedicated to protecting the interest of our profession so that we may better serve our patients and our communities. When we work together, we are a unified and much stronger voice to our local governments and employers.
TEMSA is made up of paramedics and EMTs who are committed to improving our profession by fighting for:
- Better working conditions
- Job security
- Improved wages and benefits, including pension plans
- Better health & safety standards
- Increase funding for EMS programs
Even though we started in Turlock, California, through our relationship with the Health Care Workers Council of the United Steel Workers, we are able to provide services to workers, no matter what county they work in. We are committed to assisting each individual group of employees to form their own local with local leadership and autonomy to make decisions that best suit them locally.
